Milner Tozaka

Minister of Foreign Affairs and External Trade

Milner Tozaka was born on October 21, 1951 in Ropalado Village, on the island of Vella La Vella, Salomon Islands.

Prior to obtaining his Bachelor of Arts Degree from the University of South Pacific (USP), Suva, Fiji, in 1992, Milner Tozaka has attended the University of Papua New Guinea from 1970 to 1971. In 1993, he obtained a Postgraduate Diploma in Management & Sociology from the USP in Suva, Fiji, in 1993

Before Tozaka entered the Parliament, he served as Chairman at the National Disaster Council from 1984 to 1985. In 1988, he started working as a Government Consultant at the Public Service Reform Program.  Following this position, Tozaka served as Chairman at the Provincial Government Review Committee in 1999. His last position before entering Parliament was as the High Commissioner for Solomon Islands to Australia from 2000 to 2005.

The first time Milner Tozaka was elected to the National Parliament of Solomon Islands for North Vella Lavella Constituency was on April 5, 2006. He was re-elected to the National Parliament on August 4, 2010.

Milner Tozaka’s Parliamentary Committee Appointments were the following: Chair, Constitution Review Committee from May 2006 to 21 December 2007; Chairman of Foreign Relations Committee from 10th September 2010 to 8th September 2014; Member of Bills and Legislation Committee from 10th September 2010 to 8th September 2014; Member of Constitution Review Committee from 16th December 2010 to 8th September 2014; and Member of Public Expenditure Committee from 20th January 2012 to 8th September 2014.

Prior to being appointed as Minister of Foreign Affairs on December 15, 2014, Tozaka was appointed as Minister for Public Service from 21 December 2007 to April 2010, and as Minister for Public Service from April to May 2006.
