Ambassador of the Republic of Singapore to Germany
News from Berlin. Foo joined the Singapore Foreign Service in 1984 and his first foreign station was in Beijing, where he served from 1988 to 1991. He then held various administrative positions in the Singaporean Ministry for Foreign Affairs; these included stints as head of the Policy, Planning and Analysis Directorate III for East Asia and Australiasia, as Director/Technical Cooperation Directorate, as Director of Administration and as Director of the Corporate Affairs Directorate. From 1999 to 2002, he served as Singapore’s Ambassador to the Philippines, and on his return he headed the International Economics Directorate until 2005, during which time he worked on the WTO Doha Round and served as Chief Negotiator for the Singapore-Jordan FTA. After a time as Director of the ASEAN Directorate, he assumed in 2009 his post as Ambassador to Germany.
Jacky Foo studied at Cambridge University as a Singapore Government Overseas Merit Scholar; he graduated with an honours degree in Economics Tripos in 1982. Later, he studied at Harvard University on a Fulbright Scholarship and obtained a Master of Arts degree in 1995.
Mr Foo was awarded Singapore’s Public Administration Gold Medal in 2008. He speaks fluent English.
