H.E. Ms. Doreen DeBrum
H.E. Ms. Doreen DeBrum is a premier and highly influential diplomat within the foreign service of the Republic of the Marshall Islands. Boasting decades of high-level public service, she possesses exceptional expertise in environmental policy, marine resource management, and multilateral human rights advocacy.
Before her historic appointment as the country’s first resident Ambassador to Geneva, Ambassador DeBrum held vital positions within the central government in Majuro, including serving as a senior advisor on climate change and ocean governance to the presidency and working within the Ministry of Foreign Affairs and Trade. Her prior diplomatic record also includes strategic engagements at the United Nations Headquarters in New York and within regional Pacific bodies. A fierce and eloquent defender of low-lying island states, she has gained global recognition for her ability to build powerful, cross-regional coalitions linking human rights with climate accountability.

The Permanent Mission in Geneva serves as the country's frontline platform within the UN Human Rights Council, the World Health Organization (WHO), and climate-related international bodies. Historically and contextually, the mission’s mandate revolves around two critical pillars: driving global recognition of climate change as an immediate threat to the right to life, and seeking justice for the ongoing health and environmental consequences of historical nuclear testing. Under Ambassador DeBrum's leadership, the Marshall Islands successfully secured groundbreaking UN resolutions to address the nuclear legacy in the Pacific and continues to aggressively lobby the international community for climate adaptation financing, loss and damage compensation, and the protection of the cultural identity of displaced island populations.
