Amb. Johnston Busingye
Johnston Busingye is a Rwandan lawyer, former judge and public official. He served as President of the High Court, held senior prosecutorial and justice-administration posts, and was Minister of Justice and Attorney General from 2013 to 2022. He later became Rwanda's High Commissioner to the United Kingdom, bringing extensive experience in law, justice policy and public administration.
History
Bilateral ties between Rwanda and the United Kingdom are highly strategic, dynamic, and forward-looking, evolving rapidly since Rwanda formally joined the Commonwealth of Nations in 2009. The High Commission commands a modern, highly secure independent chancery facility located at 120-122 Seymour Place in the historic district of Marylebone.
The High Commission in London functions as a powerhouse operational command post executing advanced sovereign trade diplomacy, climate-resilience partnerships, and human capital synchronization between Kigali and Whitehall. Under High Commissioner Busingye’s specialized legal and executive background, a primary mandate of the mission centers on operationalizing the massive momentum generated by Rwanda's hosting of the Commonwealth Heads of Government Meeting (CHOGM). The High Commission works hand-in-hand with the City of London and the Commonwealth Enterprise and Investment Council (CWEIC) to channel heavy British institutional capital into Rwanda’s booming digital technology, ecotourism, and green energy infrastructure sectors.
The mission actively collaborates with the Rwanda Development Board (RDB) to pitch the country as Africa’s premier, transparent nearshoring and financial services hub. On the environmental front, the High Commission coordinates deep scientific and tech partnerships to accelerate sustainable development and conservation initiatives.
Furthermore, the mission coordinates extensive diaspora statecraft—frequently hosting community development forums, cultural exchange programs, and investment seminars—while its dedicated consular section provides highly efficient, digitized e-passport updates, tourist visa clearances, and civic registration support to the vibrant, highly successful Rwandan professional and student diaspora thriving across the British Isles.
