The Ambassador
H.E. Mr. Elmer José Germán Gonzalo Schialer Salcedo
H.E. Mr. Elmer José Germán Gonzalo Schialer Salcedo is a Peruvian diplomat and international relations specialist who serves as Permanent Representative of the Republic of Peru to the United Nations Office and other International Organizations in Geneva. He presented his credentials to the Director-General of the United Nations Office at Geneva on 3 February 2026.
Prior to his appointment in Geneva, Ambassador Schialer Salcedo served as Minister of Foreign Affairs of Peru from September 2024 to October 2025. He previously held the position of Executive Director of the Peru–Ecuador Border Region Binational Development Plan in 2024 and served as Secretary General of Foreign Affairs from 2023 to 2024.
Throughout his diplomatic career, he has held several senior positions within Peru’s Ministry of Foreign Affairs. He served as Ambassador of Peru to the Federal Republic of Germany from 2017 to 2023 and as Director General of the General Secretariat of the Andean Community from 2014 to 2017. He also previously served as Deputy Permanent Representative of Peru to international organizations in Geneva from 2007 to 2011.
Ambassador Schialer Salcedo holds a degree in International Relations from the Diplomatic Academy of Peru and a Master’s degree in Economics from the Pontifical Catholic University of Peru. He has also completed postgraduate studies in systems engineering at the National University of Engineering.
History
The Mission is responsible for promoting and defending Peru’s interests within the multilateral system and participates in discussions related to areas such as human rights, international cooperation, health, labour, trade and other global issues addressed by Geneva-based institutions.
The Mission also represents Peru before international organizations located in Geneva, including the World Trade Organization and other specialized institutions. The Permanent Mission is located at Avenue Louis Casaï 71, 1216 Cointrin, Switzerland.
