Amb. Elvis Toolouta Shiweda
H.E. Mr. Elvis Toolouta Shiweda is a highly accomplished and strategically minded career diplomat within the Ministry of International Relations and Cooperation (MIRCO) of the Republic of Namibia. Backed by a strong academic and practical background in international relations, public administration, and strategic security studies, he assumed his high-level duties in Geneva with an outstanding professional reputation.
Before his deployment to Switzerland, Ambassador Shiweda held several critical executive positions within the central state machinery in Windhoek, including serving as a senior director and coordinator for regional security, political affairs, and multilateral partnerships. His prior diplomatic assignments include vital postings within key regional and international hubs, where he specialized in conflict prevention, Southern African development frameworks, and legal-diplomatic cooperation. Known for his methodical and deeply principled approach to statecraft, he has spent his career advancing Namibia’s commitment to international law, human rights, and equitable global governance.
History
Namibia’s diplomatic blueprint in International Geneva is anchored in its historic struggle for self-determination, its unwavering support for global decolonization, and its pioneering role as one of the first countries in the world to enshrine environmental protection into its national constitution.
The Permanent Mission in Geneva serves as Namibia's primary interface with the UN Human Rights Council, the World Trade Organization (WTO), the World Health Organization (WHO), and the World Intellectual Property Organization (WIPO). Historically, the mission is recognized for its fierce advocacy for social justice, the elimination of all forms of racial discrimination, and fair trade architectures for developing economies. Under Ambassador Shiweda's leadership, the mission actively promotes Namibia's ambitions as a future global hub for green hydrogen and sustainable energy, lobbies for international climate finance, and collaborates with WIPO and WHO to ensure equitable access to medical innovations, technology transfers, and the protection of indigenous traditional knowledge.
