The Ambassador
H.E. Mr. Sékou dit Gaoussou Cissé
H.E. Mr. Sékou dit Gaoussou Cissé is one of the most respected and authoritative figures in the diplomatic corps of the Republic of Mali and the wider West African region. A seasoned career diplomat with decades of high-level service, he possesses a profound background in international law, political science, and conflict resolution.
Before his strategic deployment to Geneva, Ambassador Cissé held several critical positions within the Ministry of Foreign Affairs and International Cooperation in Bamako, including serving as the Director of International Organizations. His extensive ambassadorial track record includes serving as Mali's Ambassador to the Russian Federation, where he managed complex geopolitical portfolios. Known for his exceptional skills in multilateral negotiations, he has consistently been at the forefront of representing Mali in major United Nations, African Union, and ECOWAS frameworks, driving dialogues on regional stabilization, transitional justice, and sustainable development.
History
Mali’s presence in International Geneva is intensely focused on mobilizing international cooperation to tackle the complex, overlapping humanitarian, environmental, and security challenges facing the Sahel region.
The Permanent Mission in Geneva acts as Mali’s critical bridge to the UN Human Rights Council, the United Nations High Commissioner for Refugees (UNHCR), and the International Committee of the Red Cross (ICRC). Historically, the mission’s strategic mandates are centered on upholding international humanitarian law, protecting displaced populations, and securing technical assistance for institutional rebuilding. Under Ambassador Cissé's leadership, the mission actively collaborates with the World Health Organization (WHO) to strengthen rural healthcare resilience, and with the World Intellectual Property Organization (WIPO) and UNESCO frameworks to safeguard Mali’s rich, world-renowned cultural heritage and traditional knowledge against illicit trafficking and destruction.
