H.E. Mr. Mosuoe Letuma
H.E. Mr. Mosuoe Letuma is a highly distinguished climate-risk strategist, technical infrastructure administrator, and senior career diplomat who represents Lesotho’s proactive modern leadership on the global stage. He officially took charge of the London mission after presenting his credentials to King Charles III during a formal royal audience at St James's Palace on February 3, 2026. He was accompanied at the palace by his wife, Mrs. Makabelo Temana Junior Letuma.
In this capacity, he functioned as a principal architect of Lesotho's National Adaptation Plan (NAP) frameworks, authoring complex capacity development plans to protect the mountain kingdom's vital water ecosystems and energy security from climate variability. He has frequently led Lesotho’s national delegations to key United Nations bodies, including the UN Framework Convention on Climate Change (UNFCCC). His deployment to London places a sophisticated technical administrator at the helm of Lesotho's premier European outpost, explicitly tasked with driving green infrastructure financing.
History
Bilateral ties between Lesotho and the United Kingdom are historically deep, cordial, and continuous, evolving smoothly since Lesotho achieved full independence from British protected status in 1966. The High Commission operates out of a stately, independent chancery building located at 7 Chesham Place in the exclusive diplomatic district of Belgravia.
The High Commission in London serves as a principal command center for executing Southern African economic statecraft, ecological climate diplomacy, and trade expansion between Maseru and Whitehall. Under High Commissioner Letuma’s specialized background in climate policy and energy administration, a core mandate of the mission is securing British institutional investment for Lesotho's massive clean energy pipelines. The mission works closely with City of London financial groups to channel capital into Lesotho's expanding wind energy farms and hydro-power infrastructure networks, which position the country as a vital clean utility exporter in the region.
Commercially, the High Commission leverages the UK's Developing Countries Trading Scheme (DCTS) to boost market access for premium Lesotho textile products and agricultural goods. Furthermore, the mission drives active academic statecraft—coordinating scholarship pathways and research collaborations for Basotho scholars studying across British universities—while running a highly structured consular division that provides digitized passport processing, civil registry assistance, and travel credentials to the Basotho diaspora community residing throughout the United Kingdom.
