Amb. Nasser Abdullah H.M. Alhayen
H.E. Mr. Naser Abdullah H.M. Alhayen is a senior career diplomat with an exceptional track record within the Ministry of Foreign Affairs of the State of Kuwait, specializing in international organizations, regional security, and humanitarian networks.
Before his strategic appointment to Geneva, Ambassador Alhayen served in key leadership positions in Kuwait City, including as the Assistant Foreign Minister for International Organizations Affairs. In this role, he coordinated Kuwait’s multilateral policies across the entire United Nations system, playing a central part in managing the country's multi-billion dollar international aid programs. He has represented Kuwait at numerous high-level UN General Assembly sessions, Arab League summits, and Organisation of Islamic Cooperation (OIC) ministerial meetings. His deep diplomatic agility makes him a highly respected figure in building bridges between Western donors and Arab-Islamic development funds.
History
Kuwait’s diplomatic presence in International Geneva is uniquely respected due to the country’s official designation by the United Nations as a "Humanitarian Center," reflecting its long-standing foreign policy of non-interference and peaceful dispute resolution.
The Permanent Mission in Geneva acts as Kuwait's primary pipeline to the International Committee of the Red Cross (ICRC), the United Nations High Commissioner for Refugees (UNHCR), and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Historically, the mission's core mandate focuses heavily on unconditional humanitarian financing, post-conflict reconstruction funding, and global health security. Rather than pursuing aggressive commercial trade diplomacy, Kuwait heavily utilizes its Geneva platform to host international donor conferences, mediate regional humanitarian access during crises, and advocate for sustainable development through partnerships with organizations like the World Health Organization (WHO) and the International Labour Organization (ILO).
