H.E. Mr. Richard Brown is a distinguished career diplomat with deep expertise in international trade, economic development, and multilateral negotiations. Before stepping into his role as Jamaica’s Permanent Representative to the United Nations in Geneva, he held a pivotal position as the Director of International Trade in Jamaica’s Ministry of Foreign Affairs and Foreign Trade.
Throughout his accomplished career, Ambassador Brown has specialized in crafting regional trade policies and navigating complex economic treaties within the Caribbean Community (CARICOM) framework and the World Trade Organization (WTO). He has a proven track record of representing Jamaica’s fiscal and developmental interests across diverse international platforms, championing economic resilience and intellectual property protections for developing nations. His approach is highly pragmatic and technically driven, making him a central figure in Geneva's economic diplomacy loops.
History
Jamaica's diplomatic presence in International Geneva is a vital component of its foreign policy, which seeks to insulate a highly vulnerable, open island economy from external shocks through robust international rules.
The Permanent Mission in Geneva focuses intensely on multilateral trade rules, intellectual property, and international labor standards. Serving as Jamaica's primary channel to the World Trade Organization (WTO) and the World Intellectual Property Organization (WIPO), the mission historically works to protect geographical indications (such as Jamaica Blue Mountain Coffee) and to ensure that global trade architectures do not structurally disadvantage Small Island Developing States (SIDS). Concurrently, the mission actively engages with the UN Human Rights Council and the International Labour Organization (ILO), emphasizing social justice, fair labor migration, and the preservation of global maritime economic frameworks.
