H.E. Mr. Saywan Barzani is an eminent and highly experienced diplomat with a distinguished track record in European and multilateral affairs. He assumed his duties as Iraq's Permanent Representative to the United Nations in Geneva following highly successful tenures as Iraq’s Ambassador to Italy, France, and Portugal.

Ambassador Barzani holds a Ph.D. in Political Science from the prestigious Paris VIII University in France. His career has been deeply intertwined with the modern diplomatic rebuilding of Iraq, establishing strategic bilateral partnerships and advocating for international cooperation. Known for his deep intellectual background and academic contributions to geopolitical studies, he is fluent in multiple languages, making him a highly effective and respected negotiator in the complex multilateral landscape of International Geneva.

History

Iraq’s diplomatic engagement in International Geneva is deeply shaped by the nation's contemporary history of post-conflict reconstruction, transitional justice, and the ongoing stabilization of its state institutions.

The Permanent Mission serves as Iraq's critical link to global humanitarian, health, and human rights bodies, collaborating intensely with the United Nations High Commissioner for Refugees (UNHCR), the World Health Organization (WHO), and the UN Human Rights Council. Historically, the mission’s core priorities focus on securing international support for refugees and internally displaced persons (IDPs), clearing explosive remnants of war under disarmament frameworks, and protecting cultural heritage. Furthermore, the mission works closely with the World Trade Organization (WTO) to advance Iraq’s economic integration and structural modernization.
