H.E. Mr. Francisco Alberto Lima Mena
H.E. Mr. Francisco Alberto Lima Mena is one of Central America's most elite economic architects, international trade legalists, and highly experienced veteran diplomats. With a career spanning over three decades in public administration and multilateral diplomacy, he is a premier expert in macroeconomic integration.
Ambassador Lima Mena holds a Law degree and a Master’s degree in International Law. He launched his distinguished foreign service trajectory in 1994 within El Salvador's Ministry of Foreign Affairs (RREE). His deep familiarity with the British political landscape was forged early in his career when he was deployed to London as Minister-Counsellor and successfully served as Chargé d'Affaires of the Embassy in the United Kingdom and to the International Maritime Organization (IMO), concurrently managing diplomatic affairs for Sweden.
His high-stakes portfolio includes a landmark appointment as Ambassador and Permanent Representative of El Salvador to the World Trade Organization (WTO) and the World Intellectual Property Organization (WIPO) in Geneva, Switzerland. In this role, he masterfully negotiated regional trade agreements—including CAFTA-DR and the landmark Association Agreement with the European Union—while driving the structural normalization of trade relations with China.
Before his strategic ambassadorial deployment back to the Court of St James's, he served as Principal Counselor at WIPO and spent a monumental, highly impactful four-year term elected as the Secretary-General of the Central American Economic Integration Secretariat (SIECA), where he spearheaded regional economic harmonization, customs modernization, and digital trade networks across the Central American isthmus.
