H.E. Mrs. Rina Yessenia Lozano Gallegos
H.E. Ms. Rina Yessenia Lozano Gallegos is the Permanent Representative of the Republic of El Salvador to the United Nations Office and other International Organizations in Geneva. She presented her credentials to Tatiana Valovaya, Director-General of the United Nations Office at Geneva, upon assuming her position.
Prior to her appointment to Geneva, Ambassador Lozano Gallegos served as Director-General for Foreign Policy at the Ministry of Foreign Affairs of El Salvador from 2019 to 2023. Previously, she was Director of the Office of Analysis of International Migration of the Vice-Ministry for Salvadorans Abroad (2016–2019) and Advisor to the Vice-Ministry for Salvadorans Abroad (2015–2016).
A career diplomat, Ms. Lozano Gallegos has held several positions within the Salvadoran Ministry of Foreign Affairs. From 2012 to 2015, she served as Director of North America, South America and the Caribbean at the General Directorate of Foreign Policy. Between 2010 and 2012, she worked as Executive Assistant at the Minister’s Office. She has also developed experience in academia, including university teaching, and has authored research papers and publications related to international affairs.
Ambassador Lozano Gallegos holds a Master’s degree in Diplomacy from the Diplomatic Institute “Doctor José Gustavo Guerrero” of El Salvador (2018), a Master’s degree in Applied Political Science from the School of Politics and High Government “Goberna América Latina” and the Instituto Universitario de Investigación Ortega y Gasset in Spain (2012), and a Bachelor’s degree in International Relations from the University of El Salvador (2008).
History
The Republic of El Salvador became a member of the United Nations on 24 October 1945, as one of the Organization’s founding members. Since joining the UN, El Salvador has participated in multilateral diplomacy with particular engagement in areas including peace and security, human rights, migration, sustainable development, climate change, and regional cooperation.
A significant aspect of El Salvador’s relationship with the United Nations has been its experience with peacebuilding and conflict resolution following the Salvadoran Civil War (1979–1992). The UN played an important role in facilitating the Chapultepec Peace Accords, signed in 1992, which ended the armed conflict and established a framework for democratic transition and institutional reform. The United Nations Observer Mission in El Salvador (ONUSAL), established in 1991, monitored the implementation of the peace agreements and became one of the UN’s notable examples of multidimensional peacekeeping and post-conflict support.
Beyond peace and security, El Salvador has actively participated in UN discussions on migration, development, human rights, and climate vulnerability. As a country with a significant diaspora abroad, El Salvador has placed particular emphasis on the rights and protection of migrants and on international cooperation regarding migration governance. The country has also engaged in global discussions on sustainable development and the challenges faced by vulnerable economies, including those affected by climate change and natural disasters.
The Permanent Mission of El Salvador to the United Nations Office and other International Organizations in Geneva represents the country before Geneva-based institutions, including the UN Human Rights Council, the World Health Organization (WHO), the International Labour Organization (ILO), the World Trade Organization (WTO), and other specialized agencies. The Mission works on issues including human rights, humanitarian affairs, migration, labour, trade, health, and sustainable development.
