H.E. Mr. Iván Emilio De Jesús Ogando Lora
H.E. Mr. Iván Emilio de Jesús Ogando Lora is the Permanent Representative of the Dominican Republic to the United Nations Office and other International Organizations in Geneva. He presented his credentials to Tatiana Valovaya, Director-General of the United Nations Office at Geneva, upon assuming his position.
Prior to his appointment to Geneva, Mr. Ogando Lora served as Ambassador of the Dominican Republic to Belgium and Luxembourg, while also serving as Head of the Mission of the Dominican Republic to the European Union from 2020. From 2017 to 2020, he worked as Advisor for Trade and General Cooperation Issues at the Vice Ministry of Negotiations and International Cooperation of the Dominican Republic, and from 2015 to 2017, he served as Director of the Caribbean Directorate at the Ministry of Foreign Affairs of the Dominican Republic.
Mr. Ogando Lora has extensive experience in regional and international cooperation. He served as the first Director General of the Caribbean Forum of the Organization of African, Caribbean and Pacific States (CARIFORUM) from 2011 to 2013, after previously holding various positions within the organization between 1995 and 1999. He also served as General Manager of the Foreign Trade Management Strengthening Project financed by the Inter-American Development Bank (2007–2010) and as Executive Director of the Administrative Secretariat of the Free Trade Area of the Americas (2000–2005). In 1999, he was appointed Minister Counsellor Ad-Hoc to establish the Dominican Republic’s first permanent diplomatic mission in Trinidad and Tobago.
Alongside his diplomatic career, Mr. Ogando Lora has extensive academic experience. He served as a professor in graduate programmes at universities in the Dominican Republic and was Director of the Latin American Faculty of Social Sciences (FLACSO), Dominican Republic Programme, from 2014 to 2021. He has published works on international trade, regional cooperation, and relations between the Caribbean and Europe.
Mr. Ogando Lora holds a Bachelor’s degree in Economics and Social Sciences from the Universidad Autónoma de Santo Domingo, a Master’s degree in Economic Policy, specializing in International Relations, from Universidad Nacional of Costa Rica, and has undertaken postgraduate studies in development cooperation and development project management.
History
The Dominican Republic became a member of the United Nations on 24 October 1945, as one of the Organization’s founding members. Since joining the UN, the country has maintained an active role in multilateral diplomacy, with particular engagement in areas including sustainable development, human rights, climate change, international trade, migration, and regional cooperation.
The Dominican Republic has been an active participant in UN discussions concerning the priorities of small and middle-income developing countries, particularly in relation to sustainable development, economic growth, and resilience to climate change. As a Caribbean country, it has consistently highlighted the importance of international cooperation in addressing challenges affecting the region, including disaster risk reduction, environmental protection, and development financing. The country has also promoted regional cooperation through its participation in organizations such as the Community of Latin American and Caribbean States (CELAC) and the Caribbean Forum of the Organization of African, Caribbean and Pacific States (CARIFORUM).
Within the United Nations system, the Dominican Republic has contributed to multilateral debates on human rights, social development, trade, health, and international cooperation. It has served on several UN bodies, including the UN Human Rights Council (2014–2016) and has participated in the work of the General Assembly, ECOSOC, and other UN forums.
The Permanent Mission of the Dominican Republic to the United Nations Office and other International Organizations in Geneva represents the country before Geneva-based institutions, including the UN Human Rights Council, the World Trade Organization (WTO), the World Health Organization (WHO), the International Labour Organization (ILO), and other specialized agencies. The Mission works on issues such as human rights, humanitarian affairs, trade, health, labour, development, and international cooperation.
