H.E. Mr. Álvaro Enrique Ayala Meléndez
H.E. Mr. Álvaro Enrique Ayala Meléndez serves as the Permanent Representative of Colombia to the United Nations Office and other International Organizations in Geneva.
A career diplomat, Mr. Ayala Meléndez has extensive experience in Colombia’s foreign service and in multilateral affairs. Throughout his diplomatic career, he has worked on issues related to international cooperation, human rights, multilateral organizations, and Colombia’s engagement within the United Nations system.
Prior to his appointment as Permanent Representative in Geneva, Mr. Ayala Meléndez held several positions within the Ministry of Foreign Affairs of Colombia, including responsibilities related to multilateral diplomacy and international organizations. His appointment reflects Colombia’s continued emphasis on active participation in Geneva-based institutions, particularly in areas connected to human rights, humanitarian affairs, sustainable development, and global governance.
History
Colombia is a founding member of the United Nations, having participated in the San Francisco Conference in 1945 and signed the UN Charter on 26 June 1945. Since becoming an original member of the organization, Colombia has maintained an active role in multilateral diplomacy, particularly in areas such as international peace and security, human rights, humanitarian affairs, development, climate action, and international law.
Colombia has traditionally been recognized for its contributions to UN peace and security efforts, including its participation in UN peacekeeping operations and its engagement in conflict prevention and peacebuilding initiatives. The country’s own experience with a long internal armed conflict has shaped its international priorities, particularly regarding peacebuilding, transitional justice, protection of victims, disarmament, and reintegration processes. Colombia has also played an important role in environmental diplomacy, especially on issues related to biodiversity protection, the Amazon, climate change, and sustainable development.
The Permanent Mission of Colombia to the United Nations Office and other International Organizations in Geneva represents Colombia before Geneva-based multilateral institutions, including the UN Human Rights Council, the World Health Organization (WHO), the International Labour Organization (ILO), the World Trade Organization (WTO), and other specialized agencies. The Mission focuses on issues such as human rights, humanitarian affairs, health, labour, trade, migration, development, and international cooperation. Colombia has regularly participated in Geneva-based human rights mechanisms and has served as a member of the UN Human Rights Council, including for the 2021–2023 term.
