H.E. Mrs. Clara Delgado Jesus
H.E. Ms. Clara Manuela da Luz Delgado Jesus is the Permanent Representative of Cabo Verde to the United Nations Office and other International Organizations in Geneva and Ambassador of Cabo Verde to Switzerland. She has held this position since 2021, while also serving as Cabo Verde’s representative to the World Trade Organization (WTO) in Geneva.
Prior to her appointment in Geneva, Ms. Delgado Jesus served as Diplomatic Adviser to the President of Cabo Verde from 2016 to 2020. She previously held several senior positions within Cabo Verde’s Ministry of Foreign Affairs and Cooperation, including Minister Plenipotentiary in the Directorate General for Global Affairs (2015–2016), Counsellor in the Directorate General for Foreign Policy (2006–2009), and Deputy General Director of State Protocol (2005–2006). Her diplomatic career also includes postings abroad, including serving as Chargé d’Affaires at the Embassy of Cabo Verde in Luxembourg (2009–2015), First Secretary at Cabo Verde’s Embassy in Brussels and Permanent Mission to the European Union and ACP countries (2001–2005), Chargé d’Affaires at the Embassy in The Hague (2000–2001), and Consul General in Rotterdam (1999–2000).
Ms. Delgado Jesus holds a Master’s Degree in International Economic Relations from the State University of Kyiv, Ukraine. She speaks Portuguese, English, French, and Russian.
History
Cabo Verde became a member of the United Nations on 16 September 1975, shortly after gaining independence from Portugal. As a small island developing state (SIDS), Cabo Verde has used the UN framework to advance priorities linked to sustainable development, climate resilience, ocean governance, and the specific vulnerabilities of island economies. The country has been particularly active in advocating for the interests of SIDS, including through participation in negotiations on climate change, sustainable development, and international cooperation.
Cabo Verde has also developed a strong profile in UN peace and security efforts. The country served as a member of the UN Security Council as an elected non-permanent member for the term 2026–2027, marking its first election to the Council. Cabo Verde has also participated in UN human rights mechanisms and has worked closely with UN agencies on governance, development, gender equality, and social inclusion. Its engagement in the multilateral system reflects its foreign policy emphasis on international law, democratic governance, and cooperation among states.
The Permanent Mission of the Republic of Cabo Verde to the United Nations Office and other International Organizations in Geneva represents Cabo Verde before the United Nations Office at Geneva and other Geneva-based institutions, including organizations dealing with human rights, trade, health, labour, development, and humanitarian affairs. The Mission also serves as Cabo Verde’s representation to the World Trade Organization (WTO), reflecting the country’s engagement in international trade governance and economic cooperation.
