He served as Chief of the Toronto Police Service from 2005 to 2015, entered the House of Commons in 2015, and later held several federal cabinet portfolios, including Minister of National Defence from 2023 to 2025. He studied economics and criminology at the University of Toronto.
History
Canada's diplomatic posture in London is historically paramount. As one of the original dominions and a foundational pillar of the Commonwealth, Canada commands a towering presence on Trafalgar Square from its iconic, Grade II*-listed headquarters at Canada House—originally opened by King George V in 1925.
The High Commission functions as the ultimate nerve center for aligning bilateral defense integration, advanced commercial trade, and multilateral policy between Ottawa and Whitehall. Geopolitically, the mission focuses intensely on Five Eyes intelligence synchronization, NATO defense collaboration, and coordinated international support for Ukraine. Under High Commissioner Blair's strategic direction, Canada House aggressively drives economic statecraft, focusing on the implementation of the post-Brexit CPTPP trade architecture, fostering massive bilateral investments in green hydrogen and critical mineral supply chains, and reinforcing joint Arctic sovereignty research. Furthermore, Canada House acts as an expansive consular, visa, and cultural platform, managing deep connections with the massive Canadian expat and student population thriving across the United Kingdom.
