H.E. Mr. Peter MacDougall
H.E. Mr. Peter MacDougall is the Permanent Representative of Canada to the United Nations Office and other International Organizations in Geneva. He presented his credentials to H.E. Ms. Tatiana Valovaya, Director-General of the United Nations Office at Geneva, upon assuming his position.
Prior to his appointment in Geneva, Mr. MacDougall served as Assistant Deputy Minister for Global Issues and Development at Global Affairs Canada, where he was responsible for policy areas related to Canada’s international engagement and development cooperation. He previously served as Ambassador of Canada to Jordan from 2016 to 2019. From 2011 to 2016, he worked at the Privy Council Office, serving as Assistant Secretary to the Cabinet for Foreign and Defence Policy and Director of Operations in the Foreign and Defence Policy Secretariat, advising the Canadian government on international and security matters.
Mr. MacDougall joined the Canadian public service in 2000 and has held a range of positions related to foreign policy, diplomacy, and international cooperation. He also serves as Canada’s G7 Foreign Affairs Sous-Sherpa, contributing to Canada’s preparation and coordination within the G7 framework.
Mr. MacDougall is a graduate of the University of British Columbia, the University of Victoria, McGill University, Paris 1 Panthéon-Sorbonne University, and the École Nationale d’Administration (Strasbourg). His academic background combines public administration, international affairs, and diplomacy.
History
Canada is a founding member of the United Nations, having signed the UN Charter on 26 June 1945 and becoming an original UN Member State on 24 October 1945. Since the creation of the UN, Canada has been a strong advocate of multilateralism, international peace and security, human rights, humanitarian action, and sustainable development. The country has played a significant role in shaping the UN system, including through its contribution to the development of peacekeeping, a field in which Canada has historically been closely associated with the establishment of modern UN peace operations. Canada has also been elected to the UN Security Council six times and has held leadership roles in areas such as disarmament, human rights, refugee protection, and global health.
Canada has maintained a strong presence in Geneva due to the city’s importance as a centre for international cooperation. The Permanent Mission of Canada to the United Nations Office and other International Organizations in Geneva represents Canada before Geneva-based UN bodies and international organizations, including the UN Human Rights Council, the World Health Organization (WHO), the International Labour Organization (ILO), the World Trade Organization (WTO), and other specialized agencies. The Mission works on a wide range of issues including human rights, humanitarian affairs, health, trade, labour, environment, development, and international law. Geneva is also an important platform for Canada’s engagement with international humanitarian organizations and global governance institutions.
