The Ambassador
H.E. Mr. Sovann Ke
H.E. Mr. Ke Sovann is the Ambassador Extraordinary and Plenipotentiary and Permanent Representative of the Kingdom of Cambodia to the United Nations Office and other International Organizations in Geneva. He presented his credentials to H.E. Ms. Tatiana Valovaya, Director-General of the United Nations Office at Geneva, on 16 March 2026.
Prior to his appointment to Geneva, Mr. Ke served as Under Secretary of State in charge of United Nations affairs at the Ministry of Foreign Affairs and International Cooperation of Cambodia from 2023. A career diplomat with more than 20 years of experience in Cambodia’s foreign service, he previously served as Ambassador and Permanent Representative of Cambodia to the United Nations in New York, while also serving as Ambassador to Canada from 2018 to 2022. He has also held senior positions within Cambodia’s government, including Deputy Director-General of the General Department of ASEAN at the Ministry of Foreign Affairs and International Cooperation (2015–2017) and Director-General of the Trade Promotion Department at the Ministry of Commerce (2014–2015).
This appointment represents Mr. Ke’s second posting to Geneva. From 2005 to 2014, he served as Commercial Counsellor and Deputy Permanent Representative of Cambodia to the United Nations Office and other international organizations in Geneva, where he represented Cambodia in multilateral trade negotiations and engaged with Geneva-based international institutions.
Mr. Ke holds a Bachelor of Commerce from the Institute of Economics in Phnom Penh, Cambodia, and a Master of International Trade and Investment Law from Deakin University in Melbourne, Australia. During his presentation of credentials, he emphasized Cambodia’s longstanding cooperation with the United Nations since joining the organization in 1955 and reaffirmed Cambodia’s commitment to strengthening multilateral cooperation through dialogue, mutual respect, and constructive engagement.
History
Cambodia became a member of the United Nations on 14 December 1955, shortly after gaining independence. Since joining the UN, Cambodia has participated in multilateral diplomacy focused on peacebuilding, development, human rights, humanitarian cooperation, and international law. Cambodia’s engagement with the UN has been particularly shaped by its post-conflict reconstruction experience following decades of conflict, including cooperation with the United Nations Transitional Authority in Cambodia (UNTAC) established in 1992 to support the country’s transition towards peace, democratic governance, and national reconciliation.
Cambodia has continued to engage with the UN system through participation in development and human rights frameworks. The country served as a member of the UN Human Rights Council from 2006 to 2008 and has worked with UN agencies on areas including poverty reduction, sustainable development, education, health, and social protection. Cambodia’s Permanent Mission in Geneva reflects the country’s engagement with Geneva’s role as a centre of multilateral diplomacy, particularly in areas such as human rights, humanitarian affairs, disarmament, global health, labour, trade, and development.
