The Ambassador
H.E. Holger Federico Martinsen
H.E. Holger Federico Martinsen was born on April 18, 1961. He is married and has three children. He is a distinguished lawyer and career diplomat with a significant contribution to Argentina's legal and diplomatic fields.
Ambassador Martinsen earned his law degree from the Faculty of Law and Social Sciences at the University of Buenos Aires in 1985. He furthered his education at the Institute of the Argentine Foreign Service, graduating in January 1989. He achieved the rank of Ambassador in 2015.
Since 1990, Ambassador Martinsen has served as an assistant professor of public international law at the Faculty of Law of the University of Buenos Aires. He has also been a professor of "Multilateral Practice" at the Institute of the Foreign Service of Argentina (ISEN) from 2005 to 2006, "Multilateral Diplomacy" from 2007 to 2009, and "Public International Law" from 2014 to 2015 and from 2020 to 2022. Additionally, he was a visiting professor of "International Law" in the Master of International Relations program at the Universidad Torcuato Di Tella from 2006 to 2010 and again in 2015.
From May 2020 to January 2023, Ambassador Martinsen served as the Head Legal Adviser of the Ministry of Foreign Affairs, International Trade, and Worship of the Argentine Republic. Since 2022, he has been a member of the International Humanitarian Fact-Finding Commission established by Additional Protocol I to the Geneva Conventions.
Ambassador Martinsen has held several significant positions within the Argentine Ministry of Foreign Affairs and Worship. From 2015 to 2020, he was the Permanent Representative of the Argentine Republic to the International Maritime Organization and also served as the Consul General of the Argentine Republic in the United Kingdom.
From 2009 to 2015, he was the Deputy Director General of the Office of the Legal Advisor at the Ministry of Foreign Affairs and Worship. During this period, from December 2003 until 2015, he was also appointed as the Alternate Representative of the Ministry of Foreign Affairs to the Federal Fisheries Council of Argentina.
From 2001 to 2009, he worked in the Office of the Legal Advisor, dealing with issues related to the law of the sea, territorial and boundary affairs. In 2001, he served in the Office of the Special Representative for South Atlantic issues.
From 1995 to 2001, he was a member of the Mission of Argentina to the United Nations in New York, where he was part of the Argentine Delegation to the Security Council in 1995 and again in 1999/2000. He also managed the press office of the Mission during this time.
Earlier in his career, from 1991 to 1995, Ambassador Martinsen worked in the Arbitration Office of the Ministry of Foreign Affairs, International Trade, and Worship, and from 1989 to 1991, he was part of the Office of the Legal Advisor, dealing with boundary and territorial issues, the law of the sea, space law, fisheries, and international security.
