Milatović, President of Montenegro since May 2023, is an economist by training and a prominent advocate of his country’s European integration. Before assuming the presidency, he served as Montenegro’s Minister for Economic Development until 2022 and later co-founded the political movement “Evropa sad!” (“Europe Now!”), which places EU membership at the centre of Montenegro’s political and economic reform agenda.

His policy priorities include combating corruption, strengthening the rule of law, and advancing economic modernisation, alongside expanding Montenegro’s international partnerships. These themes align closely with the country’s efforts to advance accession negotiations and deepen cooperation with European institutions.

The Humboldt Speech series regularly brings political leaders and policymakers to Berlin to discuss constitutional and European policy developments. Participation in the event requires prior registration for in-person attendance, while the address will also be available via livestream.

By inviting Montenegro’s president to Berlin, the Walter Hallstein Institute places enlargement and reform at the centre of the discussion. The speech is expected to provide insight into Montenegro’s European ambitions and contribute to wider debates on the future of the European Union.
