On October 6, 2026, the German capital will host the Berlin Climate and Security Conference (BCSC) at the German Federal Foreign Office. The event will convene high-level political representatives, international organisations, and subject-matter experts to examine the intersection of climate change and security policy. Participation on site is by invitation only, with the conference also accessible via livestream.

Since its first edition in 2019, the conference has developed into an established forum for dialogue on the implications of environmental change for global stability. It convenes governmental and non-governmental actors to explore how climate-related pressures, including resource scarcity, environmental degradation, and displacement, interact with existing political and security dynamics.

The 2026 conference will continue this format, structured as a policy-oriented platform for exchange and coordination. Its stated objective is to connect different approaches within the climate–security field while addressing emerging challenges and areas requiring further analysis. Discussions are expected to focus on aligning policy frameworks and identifying avenues for practical cooperation.

The concept of climate security, central to the conference agenda, reflects an evolving understanding within international policy discourse. Climate change is increasingly considered a factor influencing conflict risk, governance, and migration patterns. At the same time, the application of this framework remains subject to differing interpretations, and its operationalisation varies across institutions and regions.

The conference seeks to promote and advance concrete approaches that move beyond conceptual discussion toward implementation. This includes facilitating coordination between governments, international organisations, and practitioners. As with comparable high-level forums, the extent to which such exchanges translate into measurable policy outcomes will depend on subsequent institutional follow-up.

The Berlin Climate and Security Conference has become a recurring fixture in the international policy calendar, reinforcing Berlin’s role as a venue for multilateral dialogue on emerging global challenges. Further details on the 2026 programme are expected to be released in advance of the event.
