Europe Enters a New Strategic Phase
Strengthening Dutch–German Ties: Münster Dialogues in Berlin Highlight European Security Challenges
March 12th, 2026Europe is entering a period of careful strategic reflection. Shifts in the geopolitical environment, rising concerns over security and energy as well as broader questions of resilience have moved issues that were once largely discussed in academic or policy circles to the forefront of political decision-making. For countries such as the Netherlands and Germany, these developments highlight the importance of close cooperation. While the two nations are already connected through NATO, the European Union, and integrated defence structures, the current environment calls for renewed attention to coordination, planning, and practical collaboration. The Münster Dialogues in Berlin, provided a platform to explore these questions in depth, bringing together experts, policymakers, and researchers from both countries to consider what a forward-looking European security framework might require
On 3 and 4 March 2026, select sessions of the Münster Dialogues took place in Berlin, a bilateral platform for strategic conversations between the Netherlands and Germany. Initiated by the Zentrum für Niederlande‑Studien of the University of Münster and supported by the Embassy of the Kingdom of the Netherlands in Germany, the Dialogues serve as a structured setting for exchange on defence, resilience, and related policy matters. The opening session in Berlin was addressed by the Dutch Ambassador to Germany, Hester Somsen, who emphasized the continued importance of German‑Dutch cooperation at a time of heightened geopolitical uncertainty. Following her remarks, a keynote was delivered by former Dutch Foreign Minister Ben Knapen, reflecting on the implications of great‑power competition for European security priorities.
Over two days, participants considered how existing frameworks, such as NATO and the European Union, might be leveraged more effectively while identifying areas where deeper collaboration could enhance preparedness and resilience. Discussions included defence integration, energy security, and economic stability, viewed through the lens of shared Dutch and German interests.
Across sessions, a consistent theme was the practical value of sustained bilateral engagement. Contributors noted that pragmatic, evidence‑based discussion contributes to mutual understanding and supports policy development on both sides of the border. The dialogues reinforced the perception that cooperation on complex, cross‑border issues remains relevant for both national and European policy communities.
The Münster Dialogues in Berlin reaffirmed the role of structured exchange in informing strategic thinking on European security and resilience. By convening practitioners from government, research, and policy networks, the event demonstrated the ongoing utility of dialogue in navigating evolving political and strategic environments.
