Amb. Tormod Cappelen Endresen
H.E. Mr. Tormod Cappelen Endresen is a premier career diplomat with an elite track record within the Norwegian Ministry of Foreign Affairs (Utenriksdepartementet). Renowned for his sophisticated expertise in international trade, maritime law, security, and global health, he arrived in Geneva with an exceptional strategic reputation.
Before his ambassadorial assignment to Geneva, Ambassador Endresen served as Norway’s Ambassador to Singapore, a critical hub for maritime and economic diplomacy. He also served as the Ambassador to the United Arab Emirates in Abu Dhabi. Within the central ministry in Oslo, he has occupied major leadership positions, including holding senior executive roles within the Department for Economic Affairs and International Trade. His earlier postings include serving as a legal advisor on ocean governance and maritime boundaries, as well as a diplomat at the Permanent Mission of Norway to the United Nations in New York. His profound grasp of commercial statecraft and international humanitarian frameworks makes him a highly authoritative figure in the UN system.
History

The Permanent Mission in Geneva serves as Norway's primary engine inside the UN Human Rights Council, the World Trade Organization (WTO), the World Health Organization (WHO), and the United Nations High Commissioner for Refugees (UNHCR). Historically, Norway punches vastly above its weight by acting as one of the single largest per-capita donors to global humanitarian relief, refugee programs, and global health initiatives (including being a founding driver of Gavi, the Vaccine Alliance, and CEPI). Under Ambassador Endresen’s leadership, the mission aggressively champions the protection of human rights defenders, pushes for progressive climate-security policies, and plays a leading, principled role in WTO dispute settlements and digital trade negotiations, ensuring a transparent, rules-based international order.
