Cultural Diplomacy and Soft Power Tools Discussed by Middle East and North Africa Embassies in Berlin

MENA embassies contribute to regional dialogue through culture-focused diplomacy

From June 24 to 26, 2025, the Friedrich-Ebert-Stiftung (FES) in Berlin held the international conference “The Middle East in Disorder: Current Dynamics, Complex Challenges and New Approaches.” The event brought together diplomats, researchers, and civil society actors to examine the political and security challenges affecting the Middle East and North Africa (MENA) region.

Several MENA embassies in Berlin participated directly in the conference, including the embassies of Egypt, Jordan, Tunisia, Lebanon, and Morocco. Their involvement emphasized not only traditional diplomatic presence but also the role of cultural diplomacy in addressing regional fragmentation and advancing international engagement.

One of the core issues addressed was the relevance of soft power tools, such as education, cultural exchange, heritage programs, and public diplomacy, in a context where conventional diplomacy often reaches its limits. Representatives stressed the need to integrate culture as part of strategic foreign policy, especially in times of conflict and institutional fragility. Cultural initiatives were presented as means to enhance social cohesion, build mutual trust, and project constructive national narratives.

The embassies used this opportunity to showcase existing cultural cooperation projects in Berlin, strengthen relations with German institutions, and underline the role of diplomatic missions as cultural interfaces not only political ones.
In addition, several panels addressed the contribution of youth, gender equity, and diaspora engagement in redefining cultural outreach policies from the region.

By participating in such high-level policy discussions, the embassies reaffirmed their commitment to non-coercive, multilateral approaches and demonstrated how soft power remains a critical tool for shaping perception, creating dialogue, and reinforcing long-term international partnerships.
