Conclusion of the Leaders’ Summit for the 2025 UN Peacekeeping Ministerial

Outcomes of high-political exchanges on the future of peacekeeping missions and scope

The United Nations Peacekeeping Ministerial Conference was held in Berlin on May 13 to 14, marking its 10th anniversary. The event brought together Foreign Affairs and Defense Ministers from over 144 Member States, addressing the adjustments needed in maintaining peace within today’s evolving global context.

The objective of this summit was to discuss the future of peacekeeping, announce new pledges and reaffirm political support for peace operations. A study requested by Germany, host of the Summit, and other co-chairs of the UN Peacekeeping Ministerial process, was commissioned to the UN Department of Peace Operations.

This study reviewed the emerging security threats and challenges that future peacekeeping missions must address, such as the weaponization of new and emerging technologies and transnational organized crime, issues that transcend national borders.

Discussions regarding the need for new ideas to shape the role of peacekeeping were guided within plausible models like maritime security, cybersecurity, and humanitarian protection. The summit also provided an opportunity for participants to exchange views on how tasks might be reimagined in changed contexts, utilizing new technologies and proposing innovative activities for future UN peacekeeping missions.

On the sidelines, bilateral relations were also reinforced. For example, the Republic of Congo strengthened ties with Germany alongside the summit. Mr. Charles Richard Mondjo, Minister of National Defense, accompanied by H.E. Edith Antoinette Itoua, Ambassador Extraordinary and Plenipotentiary of the Republic of Congo to Germany, met with Mr. Christian Buck, Director General for Political Affairs at the German Foreign Office, on May 14, 2025, to advance cooperation in military affairs and peacekeeping operations.

As a result of the summit, seventy-four Member States made pledges. For instance, eighteen Member States committed to improving mission effectiveness using technological advancements and data-driven approaches.

A key emphasis was placed on strengthening the link between peacekeeping and the UN’s broader prevention, peacebuilding agendas, and the 2030 Agenda for Sustainable Development. An illustrative example is the connection between Goal 14: “Life Below Water”, and maritime security.

The 2025 UN Peacekeeping Ministerial contributed to the ongoing reflection on enhancing mission effectiveness. Member states were encouraged to arrange partnerships for the realization of their pledges.

Training and capacity-building commitments highlighted the importance of cultural diplomacy as a cornerstone in the success of peacekeeping missions in diverse cultural contexts, since the understanding and promotion of intercultural understanding remains essential to maintaining peace.
