Yusuf Maitama Tuggar is a graduate of International Relations from the United States International University, San Diego California. He holds a Masters degree in International studies at the University of Cambridge.

He has had a long career as an oil & gas entrepreneur and consultant, focusing on the upstream for over 25 years, and has carried out acclaimed studies focusing on political risk, including one titled Illicit Bunkering and the Niger Delta Environment. He has conducted extensive studies in the oil and gas sector on behalf of local and international clients and served on the boards of several companies, including Movido Exploration and Production (a marginal field operator), Librod Energy Limited (a logistics service company) and OPI International holdings (an upstream engineering, procurement and construction contractor).

Tuggar also has an active political history, serving as an opposition ANPP member of the House of Representatives, representing Gamawa Federal Constituency, Bauchi State, with prominent roles as the Chairman, House Committee on Public Procurement, as well as Deputy Chairman, House Committee on Public Petitions. He also served on the Committees on Petroleum (Upstream), Foreign Affairs, Agriculture, Legislative Budgeting, Interior, Labour and the Sub-committee on Local Content during his tenure. Tuggar was the Congress for Progressive Change (CPC) governorship candidate in Bauchi state in 2011. He served as a member of the Presidential Campaign team for the All Progressives Congress (APC) in 2015 and 2019.

In June 2017, he was appointed Ambassador Extraordinary and Plenipotentiary of Nigeria to the Federal Republic of Germany. He presented his letter of Credence on 20 September 2017.

The relationship between Nigeria and Germany is ultimately positive. Besides developing relations between the two countries, talks are mostly concerned with the domestic situation in Nigeria (in particular the growing number of attacks by Boko Haram) and multilateral issues, notably security and development in Africa, as well as questions relating to the African Union, the West African regional organisation ECOWAS and the United Nations.

With regard to economic relations, there is a Delegation of German Industry and Commerce in Nigeria, which is based in Lagos and was set up by the Association of German Chambers of Industry and Commerce (DIHK). German and local businesspeople have also joined forces to form the Nigerian-German Business Association (NGBA) with the aim of stepping up bilateral economic relations.

The good relations between Germany and Nigeria are also reflected in the cultural sphere. A bilateral cultural agreement was signed in 1999, placing cultural relations between the two countries on a sound footing under international law.
