The Ambassador

Amb. Emanuel Henrique Semedo Duarte

Amb. Emanuel Henrique Semedo Duarte can speak portoguese, english, german and french. He joined the Ministry of Foreign Sffairs (MFA) as Attaché of Embassy in 1984. He became the Chief of Protocol at the Presidency of the Republic of Cabo Verde in 1985 to 1986 and Attaché of the Permanent Mission of the Republic of Cabo Verde to UNIDO in Vienna in 1987. From 1993 to 1994 he was economic adviser to the Minister of Foreign Affairs, from 1994 to 1997 he was assigned to the Embassy of the Federal Republic of Ger-many in Bonn. In 1998 he was nominated both director of the Cabinet of the MFA and Director for Bilateral Affairs at the General Directorate for Political Affairs at the MFA which he remained until 1999. In the same year he was assigned to the general directorate of international cooperation at the MFA. In 2000 he became director for Non-Governmental Cooperation at the General Directorate of International Cooperation at the MFA. From 2002 to 2006 he became consul to the consulate of the republic of Cabo Verde in the Republic of São Tomé and Príncipe, the same year he became deputy chief of mission to the embassy in Washington DC and remained in charge until 2010. On that year he was assigned to the embassy in Brussels, Belgium, with residence in London until 2011, only to become coordinator to the General Directorate of State Protocol and national director of state protocol until 2016. Finally he became Assigned to the National Directorate of Political, Economic and Cultural Affairs at the MFA for AU and ECOWAS in 2016 and Ambassador of Cape Verde in Germany from 2020.

Since the Republic of Cape Verde gained independence, Germany has provided 100 million euros to the country under a financial and technical cooperation. Germany also contributes a large share of multilateral aid and Cape Verde has been one of the top recipients of German development cooperation.

These two nations remain close in cooperation, especially in the following areas: renewable energy, combating drug trafficking, oceanography and seaports. The Federal Ministry of Education and Research and the Federal Ministry of Food, Agriculture and Consumer Protection of Germany are actively involved in research cooperation with Cape Verde (marine research, oceanography, climate monitoring and climate protection, protecting West African fishing grounds).
