H.E. Toro Justin Ouoro

H.E. Toro Justin Ouoro, the esteemed Ambassador of Burkina Faso to the Federal Republic of Germany since December 2019, has a distinguished career rooted in language sciences, education, and public service. Born October 13, 1970, his academic and professional achievements reflect a deep commitment to cultural exchange, education, and diplomacy.

Significant achievements mark Ambassador Ouoro's academic journey. He earned his Doctorate in Language Sciences from the Department of Modern Literature at the University of Ouagadougou in 2009. This followed a Diplôme d'Études Approfondies (D.E.A.) in Language Sciences, also from the University of Ouagadougou, in 2004. His educational foundation in the field was established with a Certificate of Aptitude for Teaching Secondary Education (CAPES) in French literature and language from the Higher Normal School of Koudougou (ENSK), Burkina Faso, in 1998, and a Master's degree in Modern Literature, specializing in Semiotics, in 1995.

Professionally, Ambassador Ouoro held notable positions in academia before his diplomatic service. In September 2021, he was appointed Full Professor (CAMES) in Language Sciences, Semiotics, and Film Studies. His leadership extends to educational governance, serving on the Board of Directors of the Higher Institute of Image and Sound Studio School (ISIS/Studio École) since December 2019 and the Institute of Information and Communication Sciences and Techniques (ISTIC) since September 2019.

His academic career was marked by earlier recognitions, including his promotion to Senior Lecturer (CAMES) in July 2016 and Assistant Professor (CAMES) in July 2011, with a focus on Language Sciences, Semiotics, and Film Studies. Between June 2014 and January 2015, he also served as the Chief of Staff of the Presidency of Faso, highlighting his versatile capabilities in leadership roles.

Fluent in French, English, San, Dioula, and Mooré, Ambassador Ouoro's linguistic skills facilitate his effective participation in international dialogues and collaborations. His transition from an academic to a diplomatic career illustrates a commitment to leveraging cultural and educational insights for international diplomacy and cooperation.

Burkina Faso and the Federal Republic of Germany have maintained diplomatic relations since 1960.

There are numerous areas in which both states continuously cooperate with each other in order to maintain diplomatic relations, in addition to numerous high profile visits between the two countries.

Since October 2009 the UN has implemented an Investment Protection Treaty between Germany and Burkina Faso. Burkina Faso enjoys import preferences under the Cotonou Agreement EU.
