News from Berlin. Ambassador Delia Domingo-Albert is currently the Ambassador of the Philippines to the Federal Republic of Germany. She is a career diplomat who has represented the Philippines in Switzerland, Romania, Hungary, the former German Democratic Republic, and the Commonwealth of Australia.

Domingo-Albert was born in Baguio City and attended the University of the Philippines. Following her initial studies she has also attended other European institutions, including the Institute for International Studies in Geneva, Switzerland; the Diplomatic Institute in Salzburg, Austria; Boston University Overseas in Bonn, Germany; the Institute of Political Science and Strategic Studies in Kiel Germany; the J.F. Kennedy School of Government at Harvard University, and the Public Administration Institute of London, U.K.

She began her career as an assistant in the Department of Foreign Affairs. Following this, Domingo-Albert entered the Philippine diplomatic core, where she was assigned to a number of countries. One of her most important assignments was as the Philippine Mission to the United Nations in Geneva, where she attended various conferences of the specialised UN agencies. Her most important role was when Philippines became President of the UN Security Council in June 2004 and she was chosen as chairwoman.

She has also worked in the Philippine Home Office where she served as Director-General of the ASEAN National Secretariat, taking part in a number of ASEAN (Association of Southeast Asian Nations) and APEC (Asia Pacific Economic Corporation) meetings. She was the Secretary General of the 4th APEC Leaders meeting, commended by the Philippine Senate in its Resolution No. 9 of 29 November 1996 for her work at the summit. In APEC she also served as Undersecretary for International Economic Relations and Philippine Senior Official.

In 2003, Domingo-Albert became the first women Secretary of the Ministry of Foreign Affairs of the Philippines. In September 2004, she was appointed Presidential Adviser for Multilateral Cooperation and Development. In January 2005, she was appointed to her current position of Ambassador of the Philippines to the Federal Republic of Germany. Since being appointed ambassador, she has worked tirelessly to continue to improve relations between the two countries and bring them closer.

Since her move into international politics and diplomacy Ambassador Domingo-Albert has been given a number of awards for her achievements. In 1992, she was awarded the Knights Commanders Cross of the Order of Merit with Star by the Federal Republic of Germany for promoting Philippine relations with Germany as well as relations between ASEAN and the European Union. In 2004 the Philippine Women’s University bestowed on her the degree of Doctor of Humanities, in recognition of her contribution towards building a gender-fair society as the first woman Secretary of Foreign Affairs of the Philippines and in the ASEAN region. On 28 July 2004, she was conferred the Honorary Royal Title of “Bai-A-Rawatun Sa Pilipinas” by the 16 Royal Houses of Lanao and the Maranao Women with Royal Titles in the Islamic City of Marawi and Lanao del Sur, Philippines for assisting the women of Mindanao in their search for peace and development.  In June 2005 she was awarded “Outstanding Woman in Public Service by the National Council for Women of the Philippines.

Delia Domingo-Albert has been strongly committed to the importance of cultural diplomacy and has spoken at ICD events in the past, including the International Symposium on Cultural Diplomacy.
